Scruggs, Robert- Cumberland County; At a meeting of the Committee of Safety for Cumberland County 8 July 1776, the Committee being informed that “Robert Scruggs of this County hath been guilty of making sundry Speeches tending to influence and inflame the Minds of sundry Persons against the Rights and Liberties of the Country,” ordered he be summoned. At a meeting 22 July 1776, Scruggs appeared, said he was sorry, and the prosecution was dismissed, said Scruggs giving “Promise of a cautious Conduct for the future.” [MCILWAINE:38-9]

Spears, George- [“Speers”] Rockingham County Court 24 Oct 1780, an information returned by the State Deputy Attorney for not giving in his taxable property, ordered summoned to answer. [ROCKING:78]

Spratt, John- Montgomery County; 10 Jan 1776, “The committee [of Safety] being inform’d that John Spratt damnd. this commee. said he could & would raise one hundred men for the King to enforce the present measures […], it is therefore resolved that he said Spratt be served with a copy of this order & be summoned to appear at the next committee to answer the same.” 23 Feb 1776, Spratt appeared before the committee and the complaint was proven against him. Sullivan, James– Northumberland County, 18 Sept 1780 circular from County Lt Thomas Gaskins stating that on the 14th and 15th of Sept, Sullivan participated in a riot against the draft law and then absconded, and he was therefore condemned and ordered to be apprehended; Northumberland County, February Court 1781, James Sullivan brot before the court for behaving in a riotous manner against the draught, ordered to post bond for £30000. Sutton, John– Northumberland County; November Court 1780, on information that John Sutton […and others] were aiders and abetters in a late riot in this county who shott upon Thomas Gaskins, Thomas Gaskins Junr. and John Heath Junr. ordered the Sheriff take the above persons into immediate custody as breachers of the peace and that they give £20000 security to appear at the next and in mean time be of good order and keep the peace; March Court 1781, John Sutton brouht before court for behaving in a riotous manner against the draught, and ordered he post bond for £100000 (454). The Defts ordered to give £100000 bond for keeping the peace during present war with Great Britain or that they remain in custody of the Sheriff until such security is given. [NORTHUMOB:436]
